Universiti Teknikal Malaysia Melaka (UTeM) is a recognised APEL C (Accreditation of Prior Experiential Learning for Credit Award) Centre approved by the Malaysian Qualifications Agency (MQA).

What is APEL?

APEL stands for Accreditation of Prior Experiential Learning.
It is a systematic process that recognizes and accredits an individual’s learning acquired through formal, non-formal, or informal means — such as work experience, training, courses, workshops, or self-directed learning.

Under the Malaysian Qualifications Framework (MQF), APEL provides alternative pathways for individuals to gain formal recognition of their prior learning and experience through three main routes:

  • APEL.A (Access): Provides entry into academic programmes for individuals who do not meet the traditional entry requirements.

  • APEL.C (Credit Award): Grants credit exemptions for courses within a programme based on prior experiential learning.

  • APEL.Q (Qualification Award): Recognizes prior learning for the award of an academic qualification.

In essence, APEL values and validates what individuals have already learned through their life and professional experience, helping them advance in education and career pathways.

Functions of APEL

The functions and objectives of APEL, as defined by the Malaysian Qualifications Agency (MQA), are as follows:

  1. Recognize learning through experience
    APEL acknowledges skills and knowledge gained from work, professional development, or community activities, even if not obtained through formal education.

  2. Avoid duplication of learning
    Learners who have already mastered certain competencies through experience may receive exemptions from repeating similar courses.

  3. Encourage adult participation in higher education
    APEL opens opportunities for working adults and non-traditional learners to pursue academic programmes based on their experience.

  4. Reduce study duration and cost
    Credit transfer through APEL.C can shorten study time and reduce tuition fees.

  5. Promote lifelong learning
    APEL supports the national agenda of lifelong learning, recognizing that education happens continuously throughout life, not only in classrooms.

  6. Enhance flexibility and inclusivity in education
    Through APEL, the education system becomes more open and adaptable to various learning backgrounds and needs.

General Policy of APEL (According to MQA)

The Malaysian Qualifications Agency (MQA) governs APEL implementation across higher education institutions in Malaysia.
The following are the general principles and policies that guide APEL:

  1. Eligibility criteria
    Each APEL pathway (A, C, and Q) has minimum age and relevant work experience requirements for applicants.

  2. Accredited Assessment Centres
    MQA approves and monitors Accreditation of Prior Experiential Learning Assessment Centres (PPA) responsible for conducting APEL evaluations.

  3. Institutional compliance
    Higher Education Providers (HEPs) must obtain approval from MQA before implementing APEL.C or APEL.Q assessments.

  4. Credit limits
    The maximum credit that can be awarded through APEL.C is typically 30% of the total credits required for a given academic programme.

  5. Fair and transparent assessment
    All APEL assessments must be valid, transparent, reliable, and conducted by qualified assessors. Candidates also have the right to appeal.

  6. Recognition of diverse learning forms
    APEL recognizes formal, non-formal, and informal learning — including online learning (MOOCs), workplace training, and self-learning.

  7. Not an automatic guarantee
    APEL recognition does not automatically guarantee admission into all programmes; certain professional programmes may require additional approval from professional bodies.
